My name is Kevin Baier and I am a Ph.D candidate at the University of Maryland, Baltimore County (UMBC) in the Public Policy program and have a Master’s in Economic Policy Analysis from UMBC. My concentration in the program is economics. My dissertation focuses on tax polices of the American Recovery and Reinvestment Act (ARRA) of 2009 and how those policies affected liquidity constrained households’ consumption spending.

Additionally, I have done work on the effects of the earned-income tax credit (EITC) on consumption spending and the timing of Social Security checks on consumption spending. My professional research work has been on mental health economics with a focus on studying how the state of Maryland’s vocational support programs have affected the somatic and labor outcomes of individuals with serious mental illness.

My research interests include tax policy, spending policy, consumption theory, and public vocational support programs. I am proficient in STATA and SAS with basic knowledge of SPSS and R.
